The author had participated IEAIECBCS Annexprojects since 1987, starting from Annex 16 forBEMS, ending at Annex 40 for Commissioning.I used to recognize how this line of continualset-up of subjects to optimize HVAC design andmaintenance through system simulation, BEMSmeasurements, fault detection and diagnosis andbuilding optimization technologies, which ledthe way to building commissioning, had beenwell designed just as by god's hand. The author,being involved in volunteer works of promotingcommissioning process in Japan from both theacademic as well as practical points of view, isconvinced that life-cycle commissioning ideamay be the only way to recover professionaltechnologies as well as ethics with the HVACengineering for energy conservation and COzreduction, the percentage of which is too oftentold only in the political sense without any firmtechnical belief and readiness for a future life.The author review building commissioningconcept along with some comments on BEMSand BOFD relating to commissioning, and thenloolcs into the bottleneck for optimum procedureduring building production and maintenance,together with an actual commissioning example.
